Alright we have document explaining future changes in perks and a forum for that :

Sold :
- All perks lost their terrible attack time, this alone make perks like guardian useful again.
- Perks with terrible damage, including alien ones, are boosted.
- Napalm spray debuff -8k ACs instead of fire only, useful.
- Evade debuffs aren't changed sadly, and still suck.
No big changes, soldiers will be the same. But with faster perks I may use them all again because most of the time the target or me was dead before I landed half of them.
Keeper :
- Aura of revival is faster at high level, making it good again.
- A new action in holy mark with a AAO buff.
- Street samurai smell better.
I dunno for keepers, perks are more rounded so I guess you can now go DD, heal, or tank.
Engie :
- Some love in the grenade line (still need a good weapon!)

Slight Big aggro and proc love for the pet buffing perks.
- AI perk went from horrible to nice except the first action not level dependent anymore, wtf ?
Pfft... Engies need a good grenade weaps. However I might reset to the AI perk, they added pistol and MC, plus an increase in the actions. Medallion now debuffs 600 NR and AAD while checking 90% duck. Ouch, Boltgun will suffer.
We don't have group of general perks yet so no complete picture yet.
